S. 2302 – “America’s Transportation Infrastructure Act of 2019”

On July 30, the Senate Environment and Public Works Committee approved America’s Transportation Infrastructure Act of 2019 S. 2302 (ATIA), the highway title of the surface transportation reauthorization. ATIA provides $287 billion for federal-aid highway programs for fiscal years (FY) 2021-2025, a 27 percent increase over current law.

ATIA continues the highway formula programs of the FAST Act, providing significant funding increases, and includes new funding for programs focused on bridge projects, climate, and resiliency. It establishes a new discretionary grant program for bridge projects, providing $3.3 billion in contract authority and authorizing another $3.3 billion in General Fund funding over the five years of the bill. ATIA also invests $10 billion over five years on programs targeted to combat the effects of climate change and invest in resilient infrastructure. The bill includes significant permitting reforms, including codifying aspects of the President’s “One Federal Decision” Executive Order.
